Twitter Account for Public Relations (PR)

Summary

Create a new twitter account.

Motivation

With a twitter account we can gain more public availability and also communicate with fans and newcommers.
Also we can like and retweet related tweets.

Detailed Design

Create a new account @linter or @linterjs.
Maybe we need to contact Twitter's support to get the name.

Maybe add the created Twitter account to README.md? (#19)

Who should maintain the account? We should allow Core Team members to use the account.
