Poll Total Participation is incorrect before refresh #504

Describe the bug
When entering the explorer from any other page, then navigating to a Governance Poll page, the Total Participation is an incorrect value. If you refresh, however, or go directly to that page, then the value is correct.
To Reproduce
- Go to https://explorer.livepeer.org/
- Navigate to the Governance page
- Navigate to any poll
- View Total Participation
- Refresh page
- Total Participation will change
Expected behavior
Total Participation should remain a consistent number between votes being cast.
