Bump up minimum python version requirement for dapper-python package #231
Description
The dapper-python package should have its minimum version bumped up to either 3.8 or 3.9; this could be combined with switching over to using hatchling as the build backend (Python 3.8 minimum) or requiring a minimum setuptools version of 77.0.3 or newer (Python 3.9 minimum).
