Work Around
The cause to error :
The service principal (SP--DevTest) doesn't have permission at key Vault
(kv-xxxxx-lkecvm-dev) to access the key vault secrets

1- Open portal azure
2 - Login with the same user - lab devsquad
3- Go to resource group rg-xxxx-compute-dev
4 - Go to key vault - kv-xxxxx-lkecvm-dev
5 - Select Access policies
6 Choose to add Valut Acess Policy
7- Add Service principal
9- Select you service principal (SP--DevTest) and add secret permission

At the ps add the code to give access policy to (SP--DevTest) in the
kv-xxxxx-lkecvm-dev
