Unable to create matter Step 2/3 fails

I am unable to create matter, spend hours looking for all the configuration lists but it's not helpful. Attaching the error screenshot for more information.

Note: The matter created during the first deployment with different site collection still appears in the matter. Due to many issues in first deployment, I have created another matter center site collection after deleting all the config SharePoint lists. I don't understand from where it is fetching old matter data. The SharePoint APP site is in retention policy and we cannot take that policy away due to crucial information.

@meemakwana have you managed to solve this issue? I am struggling with the same thing.
