Generate changelog entries for permissions changes #98
Description
Currently the automation generates updates to permissions tables for existing documented APIs but it doesn't create changelog entries to call attention to the changes. Developers have to discover the change themselves in the docs, or workload teams have to manually update the changelog and submit a PR.
The permissions automation process should also generate changelog entries that describe the permission changes for the applicable APIs.
