[BUG] First command when there is a tie only displays one name

Using the /First Command provides only one first place even when there is a tie.

Do we consider the first place person to be the first submitted, or should all the names with the highest points be printed?

First is who ever is in first place for the competition entirely. Ties where people have same points in first place should be conveyed. This is creative liberty on here.

Sorry I should clarify. We can say there's a tie and list the people with the same points, but for breaking ties when selecting a winner are we going by whoever submitted first?
