Move Horizontal Scroll Bar to the Top of Matrix Pages

Currently, the horizontal scroll bar on Matrix pages is positioned at the bottom of the matrix. This placement can be inconvenient for users, especially when viewing large matrices.
Moving the scroll bar to the top of the matrix would improve accessibility and allow for quicker navigation without needing to scroll down to the bottom of the page.
