Add a load test tool

We need a load testing tool to perform baseline benchmarks against the TAAR service.

For now we can use https://molotov.readthedocs.io/en/stable/ to run HTTP load tests against our service using a predefined set of hashed telemetry IDs.

Need to coordinate with AMO team to define performance benchmark criteria. Need to always be < 100ms per request, but we don't have number of concurrent users.
