Fix "Activated Features" UI on ENSAdmin "Connection" screen

At a data-model level this feature knows it is deactivated. The tooltip message also reflects this.

However at a UI-level this pill is listed under "Activated Features" when it should be listed under "Deactivated Features".

For example, here we should have two separate categories of pills: "Activated Features" and "Deactivated Features".

This used to be working. It's a regression that all activated and deactivated features became smashed together in the UI.
