Bump Npcap NDIS support to 6.89 or latest available

Now that we have multi-NDIS support for Npcap, it is much easier to support newer Windows NDIS versions. Npcap Version 1.82 supports up to NDIS 6.85, but 6.89 includes some cool features like URO and there may be even newer NDIS versions by the time the next Npcap comes out. One challenge is that newer WDKs that support those NDIS versions may prevent us from building x86 drivers, so we might need to have separate build systems again.
