Investigate building macos-bare.app w/o jpackager (regression) #55
Description
Previously, we downloaded runtimes for both jpackager and the -bare mac app
We now don't use runtimes for jpackager, it takes care of that itself.
We then adjusted -bare to be a stripped down bundled app instead of budling it by hand with the runtime.
However, we lost the abliity to make a bare mac app on linux.
Investigate building our own macos bare app without jpackager so we can build it on linux.
