PDU Length is serialized/parsed as a byte when it is a short

Both the parser and serialize methods are treating the PDU Length as a byte and the status as a short. These are flipped.

The docstring of the PduHeader class mentions the class isn't used. The attributes on the PduSuperclass are set correctly.
