Batch / Bulk State Sync #303
Description
For signals indicating state change (e.g, cred exchange / device compliance change) there should be a way to sync existing state between transmitter and receiver.
For example, for device compliance change - a receiver might be interested in providing services only to the compliant device - but if there is no way for receiver to sync existing state of the device inventory the change itself may be hard to interpret for receiver
Receiver may also want to pull state on-demand
