[CSAPI] Requires username and password

Should be able to create the client with no username and password, barring that app should make it clear that that is necessary for operation instead of providing an unfriendly error message that is not obvious to the user.

Is it intentional that new issues cannot be created? Forks specifically have to opt in to allow new issue creation somewhere in the settings.
