[Communication API] Low-level code on the API

Is your feature request related to a problem? Please describe.
The communication API features low level code which belongs to the SPIN API. Should this API interact with this low-level via the SPIN API as does the ShieldAPI using the PowerAPI to talk to the hrtim.c driver ?

Describe the enhancement you'd like
All the low level code of this API should be integrated into existing drivers or be replaced by existing driver when redundant.

Describe alternatives you've considered
Works as is. But is confusing.
