[Bug] A new configuration file is created, even if it is passed via the `--config` option.

I am trying to run the command and pass the existing configuration file to it, which is not located in the root directory.

Current behavior:

• a new configuration file is created

Expected behavior:

• a new configuration file is created only if peck --init is run

Environment:
PHP: 8.5.0
Peck: 0.2.0
