EURC native issuance #526
Description

Mykobo is an issuer of the EURC token on Stellar network.
Since there isn't already an EUR stablecoin in Polkadot, Pendulum is kicking of a project to issue a native stablecoin on Polkadot, either via Pendulum, or Asset Hub.
As a first step, a mini project / proof of concept (PoC) will be conducted to issue Mykobo's EURC token natively on Pendulum.
