Merge in readme.txt changes #5
Description
The readme.md formatting is nice... but it looks like it's based on the original readme.txt from Open Data Philly. I made some changes to simplify the installation instructions -- most significantly, instructing users to install via pip with the requirements.txt, rather than all the apt-get (which is platform-specific) and wget installs. Those changes should be brought back into the current readme.
