No ability to scroll through or rearrange items in window list

The window list at the bottom of the screen seemingly has no way to handle a scenario when there are too many windows to show all of them at once. This makes windows to the right inaccessible from the bottom list, and makes it unclear which one is currently active.

In the example image above, the active window is just to the right of the rightmost window in the list (whose title is cut off). There is nothing in the UI that indicates the position of the active window relative to the others, not even something to show that the active window isn't in the visible items.
