Bug: storage-type flag is not verified outside of stacker check #655

Describe the bug
due to backward compatibility needs,overlay is the only valid value for the storage-type flag, but only stacker check actually ... checks it.
all other stacker commands should probably complain and exit if you pass something else, because otherwise the behavior is unexpected.
