puma-dev link does not create ~/.puma-dev if it is missing

On a new machine run:

```
sudo puma-dev -setup
puma-dev link -n NAME DIR
```

And it will fail with

```
Error: creating symlink: symlink DIR $HOME.puma-dev/NAME: no such file or directory
```
