Update heat efficiency inputs for CHPs #3379

Bug Description
CHPs have efficiency inputs for both electricity and heat. The efficiency inputs for central CHPs should be updated in a way that they update the correct parameters.
This sub issue focuses on heat efficiency.
Proposed solutions
A solution needs to be implemented that ensures:
- Heat efficiency is updated correctly
- Electricity efficiency is not affected when setting heat efficiency
- Total electricity output is not affected when setting heat efficiency
Note that the central CHPs have related HT and MT nodes, and could have CCS as well. Therefore, testing should be done for setting the input individually as well as together with related inputs that affect the same nodes, to ensure the expected results are given.
