Part 2: Excel (copied from linear)

We decided on a combination of both:

• Add a USER_MANAGEMENT tab that is formatted similarly to the SLIDER_SETTINGS tab
• Refactor selective update to also manage setting users
• Update the EXPORT_CONFIG tab to CONFIG, manage both selective update and export config there
