Migrate scenario tools to PyETM

Currently, the scenario tools are widely used for scenario management. The goal is to migrate to the new PyETM package, with Jupyter Notebooks.

The issue is that scenario tools are not only used internally, but also by other users. This therefore needs further refinement.
