[FEAT] Birthday Cog

Overview

Cog for users to add their birth date to. Adds a Birthday role to their name for the day. Just a fun idea for those that want to participate.

Not sure how to go about determining the correct time zone. Using UTC seems unfair since many aren't in UTC proper and it would be removed long before the end of their day. Maybe a way to incorporate timezone into the command?
