No Animation when We scroll from the bottom to the top

Hi sir, I noticed there is no animation when we scroll to the Blogs Page or Our Projects like I can create a header and footer animation so the visitor feels more responsive, So I want you to please assign the PR to me for this issue as I already onboarded and fully enthusiastic to contribute to this project. Also I will do any other changes if required such as fixing issue #23 and #24. Please assign this PR
