Build lidar continous scan service #1

Write a service which contiually performs lidar scans and publishes the scan results as each point comes in.
It should be possible to adjust the angular resolution of the scans and hence the time taken for a full scan.
Should consider implementing half stepper for additional resolution.
Smart stepping? For near objects skipping some steps may speed up the scan with minimal data loss
