There should be clear documentation on how to start Rustlings in the root README.md

Say I installed the project a while back and I want to continue working on the exercise - my first instinct is to check the root README, or any README to see if there are any instructions to start my exercise again.

I should be able to find information that tells me I need to run the `rustlings` command without coming to this git repo.
