User Can Sometimes Select Print-Unsafe Colors in Print-Safe Mode

User can sometimes select CMYK-unsafe colors.

To Reproduce

Please provide precise steps to reproduce the behavior. The more detailed, the better!

1. Launch the application.
2. Click on the ExcelColorPopupButton to open the color picker dropdown.
3. Click on the Print-safe checkbox.
4. Select random colors in color wheel.

Expected behavior

User must only select print-safe colors in print-safe mode.

Actual behavior

User can select print-unsafe colors in print-safe mode.

Error Messages / Stack Trace

No visible error messages.
