Game-specific Affinity Profiles

Different games may have different Process Affinity characteristics that work best for them, with some games requiring more than 6 cores to perform well (there are CPUs like the 3950X that have a single cache cluster of 4 cores but an overall core count of 16 cores), and some games perform better without SMT threads.
Need to make it possible to set affinity rules on a per-game basis to cover more cases.

Goal: Improve the program to handle the following scenarios

1. Some games need to be able to obtain computing resources even when they are in the background. For example, simulation games where the user may not be looking at the game window during the production process.
2. Depending on the system, a game may need to occupy multiple cache clusters instead of just one. This is the case when a cache-sensitive game is simultaneously multi-threaded. For example, on a Ryzen 9 3950X, a game can occupy 12 cores and a background process can occupy 4 cores. Currently, on the Ryzen 9 3950X, games only occupy 4 cores, so the games that can see a performance boost are more limited.
3. On some systems, tuning for priority rather than affinity is more important, especially on systems with fewer cores.
4. Some games are more clock-sensitive than cache-sensitive, so placing them on higher clocked cores may provide a larger performance gain. In this case, you can place the game on CCD1 and the background process on CCD0.
5. Some games will benefit more from not utilizing the 'logical processor'.
