Upload PyPI data to private s3 bucket

Description

• One additional source to output our PyPI data would be to Amazon S3.
• This would allow other scripts to ingest the data more easily (compared to Google Drive).

Deliverables

• Create a private S3 bucket
• Upload the pypi.csv to this private bucket
• Upload the library specific data to this private bucket. Includes the following:
