Reproduction steps

1. Open Preferences > General.
2. Open the drop down menu for Time Format.
3. Verify it match the example that google uses, 1:00 PM / 13:00

From google calendar settings:

Observed: SL 7.2.3.19375695301 shows the choice of 1:00 AM / 13:00
