I am getting the following error while using the command line console using command iamsh.

This library is obsoleted and not maintained anymore.
If you want to access AWS IAM via console, you can use AWS's official aws-sdk gem within irb like this:

$ irb
irb(main):001:0> require 'aws-sdk'
irb(main):002:0> iam = Aws::IAM::Client.new(region: 'us-east-1')
irb(main):003:0> iam.operation_names
