create samba snapdir if it is not there

If a smb.conf includes a "shadow:snapdir" option for a specific share
i.e. "/data/share" as the shared path and "shadow:snapdir = .smbsnaps" as snapdir,
the folder "/data/share/.smbsnaps" should be created
if there is a corresponding snapper config for "/data/share/"
