When starting an application, allow to start a component on multiple cloud

Let us consider that I have a cluster with 1 master and (n+k) slaves, I would like to start n slave on cloudA and k slave on cloudB.
Similarly, I would also like to be able to start a slave in a scalable deployment in any arbitrary cloud.

Is this always on LAL cloud or includes other providers? Or for instance a private and a public one on LAL infrastructure?

cloudA and cloudB can be any cloud. So it can be LAL, a private cloud, ...
