Hello the same problem for me. I am using 32bit ODBC SQL anywhere 17

The SQLAnwhere python driver uses cdll.LoadLibrary function to load dbcapi.dll. However, for some security reasons, the cdll.LoadLibrary function from python versions 3.8 and up will no long search PATH to find library files. Here is the doc:

To work around this issue, you need to use the environment variable, SQLANY_API_DLL and set this variable before you start running your python script. On Windows, please issue
set SQLANY_API_DLL= your_SQLA_installation\Bin64\dbcapi.dll
