Users and Questions should be synced across browsers

Let the notification store be present in localStorage due to size constraints and move the user and question store to sync storage.

This task needs a migration task as well. We need to migrate the questions and users object from localstorage to sync storgae first.

In the meantime, a simple backup arrangement (better than nothing) should be possible by using Storage Area Explorer on StackEye's internal pages (eg inspect pop-up) to Export/Import chrome.storage.local. But be careful when importing - it doesn't merge data!
