Improved List Integration functionality in User Area

In the list integration tab of the user area, allow the following:

• Add the notes panel from the "Records" tab, so that one can better see all the notes on a record
• Allow adding more notes post-submission (for a very primitive "dialog" between list mods and submitters)
• Potentially some kind of notification system for new unread notes (although having to implement what it means for a note to be "read" sounds miserable)
