Ability to change workflow status from within the app

At the moment the workflow is only able to be conducted by the server-side Taarifa client. A drop down box should be created to allow the change of workflow from within the Android client.

This however is not a feature that should be given to all users, however with Taarifa in its current state we can leave this feature as a springboard to a switch in the settings panel. This would also open up further scope for analysis of the users and reporting base.
