Can not compile for new project

Hi my friend 
Your project will work currently with your test.zip file but i want to build new project that made with androidx and new libs, but i cant do that, i think cause of that is aapt, how can i download new aapt file for new androids and multiple cpu architectures? 

And i want to increase up Target sdk of project too
