Failure injection page is empty #313

Currently the failure injection page is totally empty: https://tikv.org/deep-dive/testing/failure_injection/
From the commit history, it seems like it's always been empty. I imagine the link should just be removed from the nav and added back when the content is there, though there could be a doc somewhere I'm unaware of where the content needs to just be put in the right location
