Hm, as far as I know PaddleOCR requires the AVX instruction set. ARM processors like yours do not support such instructions. So this detection is correct.
I do not know if PaddleOCR has something different for Windows on ARM but I also do not have a device to test this on, so there is nothing I can do right now. I will leave this issue open for others, but I can't help you further unfortunately.
