Enable the prop259 behavior using a torrc option

We shouldn't need to compile it with --prop259 every time.

Also, does the old guard picking behavior still work fine? If yes, that's great that both systems can work, and we can just enable the one we want through the torrc. That's gonna be useful for testing.
