Add a dropdown of actions to the project detail page

Is your feature request related to a problem? Please describe.
Per @helbashandy, it would be convenient for users to have a way to perform actions on their project without having to scroll around to find where to do it.

Describe the solution you'd like
Add a section to the Project Detail page that includes a way to select an action the user would like to perform. This may be limited to project managers / PIs, since regular project members do not have many options.

Examples include (wording not finalized):

• Renew the project's allowance
• Add users
• Remove users
• Review join requests
• Request a project directory
• Request a secure project directory
• Purchase service units (only for Recharge projects on BRC)
• View service unit usage (redirects to the pie chart on the Allocation detail view)

Clicking a "Go" button or similar would redirect the user to the relevant view.

Some of the actions in the "Manage Project" section have been added to an "Actions" dropdown as part of #720.

Consider moving the rest under it, or adding them as options while retaining existing buttons.
