If you are a Catbert Admin, be able to open a "Manage App" admin list.
The Edit for the App from there would show all users (including yourself). Even if there is no "Manage" type role, and even users that do not have a unit association.

Hmm, could be something to look into -- I'm not sure what changes would be required to make sure Catbert admins could not only view any application list but also get the correct listing of roles and units (because in reality they won't have access to any units/roles in that app) but it should be doable. Now getting users that don't have a unit association is a different beast altogether; I'm still not sure I want to allow that but it's worth seeing what the queries would be like.
