LCRA tests are failing #211

Tests for the LCRA readers have been failing for over a year and have been deselected from the test suite for some time (at least since version 0.8.5?).
I've left the LCRA (Lower Colorado River Authority, in Texas) readers in ulmo in the latest version, but have no way (or bandwidth or interest) to look into the tests. Since these data have a very narrow geographical focus, we may just delete them in a future version if no one steps in to fix the tests and verify the readers still work.
