[New Feature]: Create Health Chart for MCs at Venue Level #532

A request has been made to create a health page for all the MCs. Seems like the SS checking the Venue might be hard, but at the very least within a Venue we can easily check for all projects and summaries (and notify) if the MC goes down despite being deployed (don't report if one is cleanly destroyed).
