Are the total up request api limits, set to 1000 per hour or per 24 hours ?

Trying to create a web app but want to optimise it properly according to limits.

It's a per-hour limit and the hours are bucketed, so if you use all 1K requests in the first 5 minutes of the hour, you need to wait 55 minutes until the next hour commences, etc.
