ConfigTool fails to save settings for Tag option

Problem: After opening a saved Bugzilla configuration, I discovered that the "Tag defects by field values" radio selection does not persist. The content that is associated with this option is being saved if user entered any.

Reproduce: (See attached jpg)

1. Start the ServiceHostConfigTool.exe
2. Enter VersionOne configuration
3. Click on the Services->Bugzilla tab
4. Select "Tag defects by field values and populate fields in the "Tag" section.
5. Click the X to close the window and save accordingly.
   *Warning! Confirm that you are saving in the correct path in your dialog box!
6. Execute the ServiceHostConfigTool.exe
7. Go to the Services->Bugzilla tab
   8 )Observe the change to "Assign defects to user"
